A new law that will ban rap lyrics from being used in court as a form of evidence is being proposed by a group of A-list artists, and it is spearheaded by rapper and business mogul, JAY-Z.<\/p>\n

Rolling Stone magazine, reports that Jay-Z<\/a> hooked up with fellow rappers Meek Mill, Big Sean, Fat Joe, Yo Gotti and Killer Mike, as well as R&B stars Kelly Rowland and Robin Thicke, in supporting a proposed New York state law that seeks to prevent prosecutors from using rap songs as evidence of alleged crimes.<\/p>\n

The music stars have lent their signatures to a new letter urging New York state lawmakers including Gov. Kathy Hochul \u2014 to pass a bill titled \u201cRap Music on Trial\u201d (S.7527\/A.8681).<\/p>\n

The legislation, which was unveiled in November, seeks to limit the admissibility of a defendant\u2019s music or other \u201ccreative expression\u201d as evidence shown to a jury.<\/p>\n

The bill would force prosecutors to provide \u201cclear and convincing evidence\u201d that a defendant\u2019s creative expression, such as a rap song, is \u201cliteral, rather than figurative or fictional.\u201d<\/p>\n

On Tuesday, January 18, the bill was passed by the Senate Codes committee, providing a major boost to its chances of being put to a full vote on the senate floor.<\/p>\n

\u201cThis is an issue that\u2019s important to (JAY-Z) and all the other artists that have come together to try to bring about this change,\u201d Jay-Z’s lawyer Alex Spiro said.<\/p>\n

\u201cThis is a long time coming. Mr. Carter is from New York, and if he can lend his name and his weight, that\u2019s what he wants to do.\u201d<\/p>\n

Spiro co-wrote the letter with University of Richmond Professor Erik Nielson, who co-authored the 2019 book ‘Rap on Trial’.<\/p>\n

In it, they emphasize rap music\u2019s deep storytelling roots and use of hyperbolic language, while arguing the genre \u201cemploys all of the same poetic devices we find in more traditional works of poetry.\u201d<\/p>\n

\u201cOur lyrics are a creative form of self-expression and entertainment \u2013 just like any other genre,\u201d Fat Joe added.<\/p>\n

\u201cWe want our words to be recognized as art rather than being weaponized to get convictions in court.<\/p>\n

\u201cI hope the governor and all the lawmakers in New York take our letter into consideration, protect our artistic rights and make the right decision to pass this bill.\u201d<\/p>\n

For a long time, prosecutors have used rap lyrics to put rappers behind bars. From Bobby Shmurda and YNW Melly to Tay-K and the late Drakeo The Ruler, countless artists have had their lyrics used against them in court, with prosecutors arguing their music is a lyrical confession of their alleged crimes.<\/p>\n

Former No Limit rapper, Mac Phipps (who was once crowned the \u201cdown south Nas\u201d) spent 21 years in prison for manslaughter, with prosecutors misquoting his lyrics from two separate songs to paint him as a cold-blooded killer in front of jurors.<\/p>\n

\u201cThe DA did a damn good, but devious job,\u201d he told The Undefeated following his hard-fought release from prison last year.<\/p>\n
