{"id":1350,"date":"2021-02-24T09:13:46","date_gmt":"2021-02-24T08:13:46","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=1350"},"modified":"2021-02-24T09:13:46","modified_gmt":"2021-02-24T08:13:46","slug":"icpc-raises-concerns-over-use-of-cryptocurrency-for-ransom-payments","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2021\/02\/24\/icpc-raises-concerns-over-use-of-cryptocurrency-for-ransom-payments\/","title":{"rendered":"ICPC raises concerns over use of cryptocurrency for ransom payments"},"content":{"rendered":"<p>Concerns have been expressed by the Independent Corrupt Practices and Other Related Offences Commission over the possible adoption of cryptocurrency for ransom payments.<\/p>\n<p>This was stated by the ICPC chairman, Bolaji Owasanoye on Tuesday during his presentation to the senate committee on banking, insurance and other financial institutions during its hearing on the decision of the Central Bank of Nigeria (CBN) to stop financial institutions from dealing in cryptocurrencies.<\/p>\n<p>In a statement released by the spokesperson of the commission, Azuka Ogugua, the ICPC chairman was quoted saying\u00a0virtual currencies pose a major threat to the operations of law enforcement agencies in the country.<\/p>\n<p>\u201cThe current National Identification Number registration and linking with SIM cards is a pointer to the fact that <a href=\"https:\/\/www.withinnigeria.com\/news\/2021\/02\/22\/boko-haram-insurgents-slaughter-5-idps-in-borno\/\">insurgents<\/a>, terrorists, kidnappers, bandits, and drug merchants have used the anonymity of unregistered SIM cards to commit their crimes with relative ease, \u201d Owasanoye reportedly said.<\/p>\n<p>\u201cCryptocurrencies guarantees similar anonymity and can easily be used as leverage for terrorist financing and other crimes.<\/p>\n<p>\u201cWith the NIN registration, cryptocurrencies may become an alternative payment platform for kidnappers and this would be impossible for law enforcement agencies to trace.\u201d<\/p>\n<p>According to the ICPC chairman, the CBN\u2019s ability to regulate\u00a0monetary policy may be lost due to the fact that cryptocurrencies are issued by private entities, which are foreign, and not issued or regulated by the apex bank.<\/p>\n<p>Citing a case study of a current investigation by the commission on money laundering involving several hundreds of millions of naira, he lamented that the anonymity of digital currencies has led to its utilisation for criminal activities.<\/p>\n<p>\u201cThe main suspect used technology in placing the money\u00a0in the banking sector. A sizable amount was traced to several bank accounts\u00a0but before investigators recovered some of the money, a large proportion\u00a0had been made to disappear using serpentine ICT-aided transfer schemes\u00a0that has so far eluded investigators, \u201d the statement further quoted the ICPC boss to have said.<\/p>\n<p>\u201cWhile the persons whose accounts were used have been located, the\u00a0criminal mastermind has remained invisible and unidentified.<\/p>\n<p>\u201cThis real ongoing case is a glimpse into the world of anonymity of virtual or\u00a0digital transactions. With cryptocurrencies, the wallet of the user of\u00a0cryptocurrency system only stores information, or encrypted links in the blockchain where transaction confirmation can be found.<\/p>\n<p>\u201cThere is no movement of any \u2018currency\u2019 in the real sense of the word.
