{"id":136692,"date":"2022-01-19T09:36:42","date_gmt":"2022-01-19T08:36:42","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=136692"},"modified":"2022-01-19T09:36:42","modified_gmt":"2022-01-19T08:36:42","slug":"labour-lists-conditions-for-fuel-subsidy-removal-says-9-5bn-wasted-on-refineries","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/01\/19\/labour-lists-conditions-for-fuel-subsidy-removal-says-9-5bn-wasted-on-refineries\/","title":{"rendered":"Labour lists conditions for fuel subsidy removal, says $9.5bn wasted on refineries"},"content":{"rendered":"<p>On Tuesday, key Nigerian labour unions convened in Abuja to identify the requirements that the Federal Government must achieve before it can stop subsidizing Premium Motor Spirit, also known as petrol.<\/p>\n<p>Officials from the Trade Union Congress, the Nigeria Labour Congress, and the Petroleum and Natural Gas Senior Staff Association of Nigeria, among others, spoke at the Independent <a href=\"https:\/\/www.withinnigeria.com\/news\/2021\/03\/10\/minimum-wage-nlc-tuc-members-embark-on-nationwide-protest-photos\/\">Petroleum Marketers<\/a> Association of Nigeria&#8217;s Annual General Meeting and inauguration of the newly elected National Executive Committee in Abuja.<\/p>\n<p>Quadri Olaleye, the National President, Trade Union Congress, said the energy crisis in Nigeria was \u201csolely due to the incompetence and corruption of the government.\u201d<\/p>\n<p>He said, \u201cThe fuel subsidy and the proposed hike in fuel price is a rather prominent and recurring one. Nigeria is the only OPEC member country that imports more than 90 to 95 per cent of refined petroleum products for consumption.<\/p>\n<p>\u201cNigeria has a total of five refineries across the country of which four are owned and managed by the government, and one by NDPR (Niger Delta Petroleum Resources Limited).<\/p>\n<p>\u201cIt might interest you to know that none of the government-owned refineries is functioning, yet in the past 10 years alone, the government has wasted about $9.5bn for turnaround maintenance of the moribund refineries.\u201d<\/p>\n<p>Olaleye noted that the TUC was not against the removal of the fuel subsidy if it would yield positive results.<\/p>\n<p>\u201cRather, we are inquisitive as to what the government has to offer following the removal,\u201d he stated.<\/p>\n<p>The TUC president added, \u201cHow can we trust the government and be certain that they will actually remove it this time round, because in the past, they have claimed to remove the so called \u2018subsidy\u2019, so how can what has been removed be removed again?<\/p>\n<p>\u201cWill there be construction and utilisation of modular refineries as the government has previously promised and failed to deliver? Will there be a rehabilitation of existing moribund refineries?<\/p>\n<p>\u201cWhat will the government do to put an end to dependence on imported fuel? It is imperative to note these questions because we need adequate answers on what the government has to offer as failed promises from the government have become the order of the day.\u201d<\/p>\n<p>The TUC demanded that if the subsidy was eventually removed, the government should engage more on expenditures that were beneficial to the economy rather than projects that generate losses.<\/p>\n<p>\u201cThere should be the establishment of modular refineries and construction of functioning refineries in the country,\u201d Olaleye said.<\/p>\n<p>He added, \u201cProactive committees must be set up to check, balance, and ensure successful execution of projects and to generally oversee activities.<\/p>\n<p>\u201cThe moribund refineries must be active and we must put an end to the counterproductive acts of importing petroleum products when we can refine here and sell at a competitive price.\u201d<\/p>\n<p>He said Nigeria had the capacity to meet these demands and even diversify like advanced countries, \u201cbut that will not happen because the current political class does not want it.<\/p>\n<p>\u201cFinally, if these demands are not met, organised labour shall respond.\u201d<\/p>\n<p>Also speaking on the issue of petrol subsidy, the National President, IPMAN, Debo Ahmed, gave credence to the position of the TUC.<\/p>\n<p>He said, \u201cWe are in support of subsidy removal but there are some conditions that we have that should be met, such as the availability of products, proximity of supply, and other related issues.<\/p>\n<p>\u201cWhat we would love to see is that the government makes sure that most of these moribund refineries are on the ground and functioning.<\/p>\n<p>\u201cIf most of these refineries are working, it will be easy for the implementation of subsidy removal, because products will not be subjected to foreign exchange.\u201d<\/p>\n<p>Ahmed added, \u201cIt will enhance local production with improved sales.
