{"id":154107,"date":"2022-02-26T06:09:40","date_gmt":"2022-02-26T05:09:40","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=154107"},"modified":"2022-02-26T06:09:40","modified_gmt":"2022-02-26T05:09:40","slug":"zainab-ahmed-nigerians-losing-interest-in-whistleblower-policy","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/02\/26\/zainab-ahmed-nigerians-losing-interest-in-whistleblower-policy\/","title":{"rendered":"Zainab Ahmed: Nigerians losing interest in whistleblower policy"},"content":{"rendered":"<p>Minister of finance, budget and national planning, Zainab Ahmed has stated that the interest of Nigerians in the whistleblower policy is &#8220;nosediving&#8221;.<\/p>\n<p>This was stated on Thursday by Ahmed at the<span data-preserver-spaces=\"true\"> zonal conference on whistleblower policy in Nigeria for the southwest zone held in Lagos.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The minister was represented at the event by Shehu Shinkafi, permanent secretary (special duties), ministry of finance.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She said the waning interest was in dissonance with the inception of the policy where Nigerians volunteered numerous information.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She said information obtained from the policy had led to the recovery of cash and non-cash assets, including the clean-up of the Integrated Personnel and Payroll Information System <a href=\"https:\/\/www.withinnigeria.com\/news\/2021\/12\/26\/fg-may-suspend-salaries-of-1173-foreign-mission-workers-over-ippis\/\">(IPPIS)<\/a>.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201c\u200bInterest on the implementation of the policy began to nosedive unlike when it started where there was widespread enthusiasm on the part of Nigerians as they volunteered numerous actionable information,\u201d the finance minister said.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cSuch information or tips were usually referred to the EFCC, ICPC, NFIU or DSS for painstaking investigation.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cAccordingly, there were recoveries both in cash and non-cash assets. The policy also helps in the cleaning up of the Integrated Personnel and Payroll Information System (IPPIS). Similarly, funds maintained outside the treasury single account (TSA) without authorisation by ministries, departments and agencies (MDAs) of the federal government were identified and moved back to the treasury.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Ahmed, therefore, stated that the nosediving interest prompted the realisation of the stakeholders that there was apparent confusion in the minds of the public on several issues.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She said most citizens were not aware of the existence of the policy and its key objectives.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She also said that the workings or operational modalities of the implementation of the policy were generally misunderstood.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">On his part, Rabiu Olowo, Lagos state commissioner for finance, said Nigerians must deliberately protect whistleblowers by enacting laws through the national assembly.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to him, financial incentives is a good way to encourage potential whistleblowers to speak up.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minister of finance, budget and national planning, Zainab Ahmed has stated that the interest of Nigerians in the whistleblower policy is &#8220;nosediving&#8221;.
