Low-income economies are countries with<span data-preserver-spaces=\"true\">\u00a0a gross national income (GNI) per capita of $1,045 or less, according to the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/datahelpdesk.worldbank.org\/knowledgebase\/articles\/906519-world-bank-country-and-lending-groups\" target=\"_blank\" rel=\"noopener\">World Bank collection<\/a><span data-preserver-spaces=\"true\">\u00a0of development indicators. They include Liberia, Burundi, Ethiopia, Guinea, The Gambia, Mali, Uganda, Togo, Somalia, Madagascar, and Chad, among others.<\/span><\/p>\n<p>This was disclosed on Monday by\u00a0<span data-preserver-spaces=\"true\">Malpass on Monday during his opening remarks at a media roundtable of the World Bank\/IMF\u2019s 2022 spring meetings.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cI want to say a few words on debt and inflation. These are two big problems facing global growth. Due to high debt and deficit levels, countries are under severe financial stress,\u201d he said.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cSixty per cent of low-income countries are already in debt distress or at high risk of it.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cI participated virtually in our April 13 conference on <a href=\"https:\/\/www.withinnigeria.com\/news\/2022\/03\/08\/neiti-report-55-oil-companies-owe-fg-n1-32tn\/\">debt transparency<\/a> and sustainability and suggested steps to improve the implementation of the Common Framework.\u201d\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to Malpass, the steps include establishing a timeline for forming creditors\u2019 committees, suspension of debt service payments and penalty interest.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cExpanding eligibility. A simple rule so that it can be evaluated and enforced,\u201d he said.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cEngaging commercial creditors at the beginning of the process.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cWe expect the debt crisis to continue to worsen in 2022.\u201d\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">He added that developing countries are facing sudden price increases for energy, fertilizer, and food, and the likelihood of interest rate increases.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThese, plus the war in Ukraine and China\u2019s COVID-related shutdowns, are pushing global growth rates even lower and poverty rates higher,\u201d the president said.\u00a0\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to Malpass, the World Bank has further lowered its 2022 growth rate to 3.2 per cent due to current global challenges.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cWe\u2019ve lowered our 2022 growth rate to 3.2% from 4.1% before. People are facing reversals in development for education, health, and gender equality. They\u2019re facing reduced commercial activity and trade. Also, the debt crises and currency depreciations have a burden that falls heavily on the poor,\u201d he said.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Speaking on the issue of inflation, Malpass decried it was causing immense strain, highlighting that policies need to be adjusted to enhance supply, not just increasing demand.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cMarkets are forward-looking so it\u2019s vital for governments and private sectors to state that supply will increase and that their policies will foster currency stability to bring down inflation and increase growth rates,\u201d the bank\u2019s president said.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThis is especially important as global supply chains shift away from dependency.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u00a0He said central banks need to use more tools under their current policies.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThe inequality gap has widened materially, with wealth and income concentrating in narrow segments of the global population. Interest rate hikes, if that\u2019s the primary tool, will add to the inequality challenge that the world is facing,\u201d he said.\u00a0\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">He noted that central banks can use more of their tools, not just interest rates.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cCapital is being misallocated now. One of the focal points should be using all the central bank tools so that capital is allocated in a way that helps increase supply. That will be an effective way to address inflation,\u201d Malpass said.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cSome of the tools include: changing the duration of their portfolio; it would be very helpful to shorten it.\u00a0\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cEncouraging supply through their regulatory policies. Providing forward guidance that fosters currency stability.
