{"id":182733,"date":"2022-04-25T12:03:36","date_gmt":"2022-04-25T11:03:36","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=182733"},"modified":"2022-04-25T12:03:36","modified_gmt":"2022-04-25T11:03:36","slug":"lawmakers-using-constituency-projects-to-siphon-public-funds-icpc","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/04\/25\/lawmakers-using-constituency-projects-to-siphon-public-funds-icpc\/","title":{"rendered":"Lawmakers using constituency projects to siphon public funds \u2013 ICPC"},"content":{"rendered":"<p>The Independent Corrupt Practices and Other Related Offences Commission says some federal lawmakers have turned constituency projects to a conduit pipe for siphoning public funds.<\/p>\n<p>The commission made this known in its \u2018Constituency and Executive Projects Tracking Exercise Phase 3 Report\u2019.<\/p>\n<p>He disclosed that the lawmakers deployed ambiguous description of\u00a0 <strong><a href=\"https:\/\/www.withinnigeria.com\/news\/2021\/04\/28\/photos-nigerian-lawmaker-constructs-10-deep-wells-as-constituency-projects-in-bauchi-state\/\">constituency projects<\/a><\/strong> to convert public property to private use.<\/p>\n<p>According to the report, beneficiaries of certain projects were intentionally vaguely mentioned so as to make it easy for the lawmakers corner the funds or equipment meant for execution of such projects.<\/p>\n<p>It added that soft projects of empowerment and supplies of vehicles are often opaquely described in the appropriation such that it did not specify beneficiaries or the intended usage.<\/p>\n<p>The third phase of the ICPC project tracking monitored various zonal intervention and executive projects valued at over N114.1bn between 2019 and 2020.<\/p>\n<p>The ICPC said its investigations had uncovered some sponsoring legislators siting projects on their personal property which technically vests legal possession and ownership of such projects in them.<\/p>\n<p>Under \u2018Misappropriation and Criminal Conversation of Public Property\u2019 the commission provided examples of the infractions by the lawmakers.<\/p>\n<p>It said, \u201cThe project for the procurement of Water Rigs to Taraba South Senatorial District. The rigs which were never distributed before the commission\u2019s intervention were procured and supplied to the sponsor and were found in the custody of the sponsor, commercialised and the proceeds paid into the sponsor\u2019s personal Bank account.<\/p>\n<p>\u201cIn National Tuberculosis and Leprosy Centre, Zaria, Kaduna state, the CEO has the habit of dishing out contracts to random contractors without any form of compliance with the procurement processes, pay them off and instruct them to cash and reroute the monies to him less 5% as their own reward.<\/p>\n<p>\u201cHe would in turn hand over the monies to the sponsors either in Naira or converted to US Dollars. These projecis were apparently never intended to be executed ab initio. This was observed in more than 16 contracts worth N1.2bn. While investigations are still ongoing, some recoveries have already been made and the CEO is being cited for necessary administrative and legal actions.<\/p>\n<p>\u201cAnother case in this regard is project for the supply of vehicle to Nasarawa Federal Constituency of Kano state.
