{"id":192572,"date":"2022-06-01T14:21:42","date_gmt":"2022-06-01T13:21:42","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=192572"},"modified":"2022-06-01T14:21:42","modified_gmt":"2022-06-01T13:21:42","slug":"cbn-to-ofis-enforcement-of-credit-risk-regulations-to-begin-august-1","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/06\/01\/cbn-to-ofis-enforcement-of-credit-risk-regulations-to-begin-august-1\/","title":{"rendered":"CBN to OFIs: Enforcement of credit risk regulations to begin August 1"},"content":{"rendered":"<p>The Central Bank of Nigeria (CBN) has mandated the enrolment of other financial institutions (OFIs) on the credit risk management system (CRMS).<\/p>\n<p>The directive was given by CBN in a circular recently published on its <a href=\"https:\/\/www.cbn.gov.ng\/Out\/2022\/FPRD\/CIRCULAR%20ON%20ENROLLMENT%20OF%20OFIS%20ON%20CRMS.pdf\">website<\/a>\u00a0and signed by Chibuzo Efobi, director, financial policy and regulation department.<\/p>\n<p>CRMS is the practice of mitigating losses by understanding the adequacy of a bank\u2019s capital and loan loss reserves at any given period.<\/p>\n<p>With this, the CBN and OFIs would be able to track any bank debtor to know if such a debtor owes another institution.<\/p>\n<p>OFIs include development finance institutions (DFIs), <a href=\"https:\/\/www.withinnigeria.com\/news\/2022\/01\/25\/emefiele-to-nigerians-avoid-loan-sharks-leverage-microfinance-banks\/\">microfinance banks<\/a>, (MFBs), primary mortgage banks (PMBs), and finance companies (FCs).<\/p>\n<p>\u201cAll OFls are hereby informed that the provisions of the regulatory guidelines for the redesigned credit risk management system for commercial, merchant, and non-interest banks in Nigeria issued on February 27, 2017 (Ref No. FPR\/DIR\/GEN\/CRM\/06\/012) and the additional regulatory guidelines for the operation of the redesigned CRMS issued on September 10, 2018 (Ref No. FPR\/DIR\/GEN\/CIR\/07\/007) have become applicable to all OFls,\u201d the circular reads.<\/p>\n<p>\u201cAccordingly, and more specifically, enforcement of Section 3.1(a) of the extant guidelines on CRMS that captures the \u2018submit before disbursement\u2019 requirement shall commence on August 1, 2022.\u201d<\/p>\n<p>Section 3.1(a) of the regulatory guidelines for the operation of\u00a0CRMS states that \u201crendition on the CRMS is required before the disbursement of any loan or credit facility.<\/p>\n<p>\u201cThis process of submission does not interfere with any participating bank\u2019s decision to extend a loan or credit to its customer. Consequently, rendition is only required after approval to disburse is given.\u201d<\/p>\n<p>The apex bank also reminded OFIs to ensure that all their customer accounts comply with the 10-digit Nigeria uniform bank account number (NUBAN) format, and are tagged with bank verification number (BVN) or tax identification number (TIN) for individual and non-individual accounts respectively of the account holder and profiled on the Nigeria Inter-Bank Settlement System\u2019s (NIBSS) industry customer accounts database (CAD) not later than June 20, 2022.<\/p>\n<p>\u201cThese remain prerequisites for enrolment onto the CRMS,\u201d CBN said.<\/p>\n<p>CBN further warned that failure to comply with the stipulated timelines would attract appropriate sanctions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Central Bank of Nigeria (CBN) has mandated the enrolment of other financial institutions (OFIs) on the credit risk management system (CRMS).
