{"id":210536,"date":"2022-08-16T15:18:53","date_gmt":"2022-08-16T14:18:53","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=210536"},"modified":"2022-08-16T15:18:53","modified_gmt":"2022-08-16T14:18:53","slug":"budgit-insists-12-states-owing-workers-salaries","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/08\/16\/budgit-insists-12-states-owing-workers-salaries\/","title":{"rendered":"BudgIT insists 12 states owing workers\u2019 salaries"},"content":{"rendered":"<p>A civic-tech non-profit organisation, BudgIT has maintained on the accuracy of its survey, alleging non-payment of workers&#8217; salaries in 12 states.<\/p>\n<p>This was contained in a statement signed on Monday by <span data-preserver-spaces=\"true\">Iyanu Fatoba, head of media, communications and designs.<\/span><\/p>\n<p>Recall that t<span data-preserver-spaces=\"true\">he organisation had listed Edo, Ebonyi, Imo, Nasarawa and Plateau among 12 states owing workers at least one month&#8217;s salary as of July 28, 2022 &#8211; an allegation they have publicly denied.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Fatoba said BudgIT conducted the survey in the interest of the Nigerians who have faithfully served and still serving in the public service.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She explained that the organisation adopted a mixed-method of quantitative and qualitative research techniques to conduct the survey.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cUsing the stratified sampling technique, we surveyed 1,042 respondents across the three senatorial districts of each state,\u201d the statement reads.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201c\u2026 these comprise the following state<a href=\"https:\/\/www.withinnigeria.com\/news\/2022\/08\/08\/fg-pays-n980bn-arrears-to-mdas-retirees\/\"> MDAs<\/a>; state secondary health institution; state high court; state house of assembly service commission; state secondary school; and state tertiary institution; pensioner paid by the state; local government civil servants; local government secretariat; primary school; primary healthcare centre and pensioners paid by local government.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cLikewise, we deployed the Kobo toolbox to ensure an additional layer of scrutiny in collating, interpreting and contextualising the data.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Responding to denials from the Edo state government, Fatoba said BudgIT conducted qualitative interviews with individuals from Etsako Central, Etsako West and Owan East LGA.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She added that \u201crespondents from <a href=\"https:\/\/www.withinnigeria.com\/news\/2022\/06\/26\/gunmen-abduct-catholic-priest-in-edo-community\/\">Etsako<\/a> Central ascertained that the state owed eight months and a half salary and four years\u2019 leave allowance\u201d.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In Etsako West &amp; Owan East, she said respondents also affirmed that \u201cthe government owed them seven months and six &amp; a half months\u2019 salary, respectively\u201d.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Speaking about Plateau state, she said BudgIT also interviewed individuals from Barkin Ladi, Basa and Jos-North LGAs, including civil servants, midwives in a state-owned hospital and community health workers.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">She said the respondents also affirmed that the state government owed them at least three months\u2019 salary as of July 19, 2022, when the research data was collated.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cWe have also received correspondence from Cross River State stating that the state government cleared salary backlogs between August 10 and 11, 2022. We posit that we cannot verify this claim as we published our findings based on a survey concluded on July 31, 2022,\u201d the statement adds.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">BudgIT said it is currently reviewing perspectives of state governments that have presented other claims.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It assured the public of a robust response upon extensive inquiry.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cWhile state governments are refuting claims that they owe salaries, reactions and feedback from the citizens suggest that the months reported as being owed by state governments are grossly understated in our salary and pension survey,\u201d the statement adds.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThis survey\u2019s objective remains to nudge states towards their contractual obligations and responsibilities to the civil service and promote the dignity of labour.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cBudgIT will continue spotlighting issues bordering on state governments\u2019 obligations to their workers.<\/span><\/p>\n<p>\u201cTo this end, we would consider another round of surveys in six months to appraise the progress on issues raised.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A civic-tech non-profit organisation, BudgIT has maintained on the accuracy of its survey, alleging non-payment of workers&#8217; salaries in 12 states.
