{"id":214931,"date":"2022-09-07T07:44:10","date_gmt":"2022-09-07T06:44:10","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=214931"},"modified":"2022-09-07T07:44:10","modified_gmt":"2022-09-07T06:44:10","slug":"lawma-to-begin-enforcement-of-waste-bin-usage","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2022\/09\/07\/lawma-to-begin-enforcement-of-waste-bin-usage\/","title":{"rendered":"LAWMA to begin enforcement of waste bin usage"},"content":{"rendered":"<p>The Lagos State Waste Management Authority (LAWMA) says it will begin enforcement of the usage of waste bins by households by January 2023.<\/p>\n<p>LAWMA\u2019s Managing Director, Ibrahim Odumboni, said this on Tuesday in Lagos, during the Association of Waste Managers of Nigeria (AWAMN) Annual General Meeting.<\/p>\n<p>Mr Odumboni said that <a href=\"https:\/\/www.withinnigeria.com\/news\/2022\/08\/11\/lagos-residents-to-pay-more-as-lawma-mulls-hike-of-waste-disposal-fee\/\" target=\"_blank\" rel=\"noopener\">LAWMA<\/a> would collaborate with AWAMN to ensure that households use bins to dispose of the waste they generated appropriately.<\/p>\n<p>He said that households in the state ought to have two bins \u2013 one for plastics and the other for organic waste, thereby, ensuring the sorting of waste, a step toward a circular economy.<\/p>\n<p>The managing director said the authority had printed out the first batch of 250,000 abatement notices, and from 1 October would issue them to households that do not own bins.<\/p>\n<p>He said the law stipulated a minimum fine of N50,000 and a maximum of three months imprisonment for erring individuals.<\/p>\n<p>\u201dSo, we are going to enforce it now. We are going to give them a notice on October 1 and then by January 1, 2023, the three months period has gone, we then start enforcing,\u201d Mr Odumboni said.<\/p>\n<p>According to him, everybody must have a bin, as it is the beginning of the problem and the end of the problem to waste management.<\/p>\n<p>\u201dWe have noticed that over a million households don\u2019t have bins at all, and that is the genesis of our problem.<\/p>\n<p>\u201cI want to task everyone of us here, so that by the time we come to our meeting next year, we can report that 90 per cent of the households under each and everyone of us have a bin.<\/p>\n<p>\u201dIt is our duty to ensure that we promote bins to them, we have to make sure that all the households under us have a bin, be it that they are going to pay for it as part of their waste bill, be it that they are going to buy now and pay later, be it that they are going to buy their own, it is mandatory for them to have the bins,\u201d he said.<\/p>\n<p>Mr Odumboni urged the waste managers to promote the use of the wheelie bin, as it would help to enhance the efficiency of the job.<\/p>\n<p>Speaking on the sideline of the meeting, the President of AWAMN, David Oriyomi, told the News Agency of Nigeria (NAN) that the association would do all within its power to promote a circular economy, as it was the in-thing now.<\/p>\n<p>Mr Oriyomi said that waste management operators needed to move beyond the issue of collecting refuse, transporting same and disposing of same at the dumpsites.<\/p>\n<p>He said the waste managers needed to look into the issue of recycling to make sure that all the recyclables sorted out, got sold to the relevant sectors for the purpose of recycling.<\/p>\n<p>According to him, the association has written to the state government for collaboration and to ensure that it pilots the affairs of recycling and circular economy.<\/p>\n<p>\u201dRecently, we even travelled outside Nigeria to go and see what they are doing vis a vis the issue of a circular economy.<\/p>\n<p>\u201dWe are glad to tell you that we are making a bold move in this direction to make sure that we reap the most out of recycling,\u201d he said.<\/p>\n<p>AWAMN\u2019s spokesperson, Olugbenga Adebola, who also spoke on the sideline of the meeting, said the association was transiting from a linear economy to a circular economy, hence, handling waste in a modern way.<\/p>\n<p>\u201dWhat we are introducing to Lagosians through this circular economy is to ensure that every waste that is generated in Lagos State is segregated, is sorted out into different waste components \u2013 plastic, aluminium, paper, organic waste.<\/p>\n<p>\u201dOnce that is separated at the doorstep of the waste generators, then it will encourage recycling. It will encourage waste conversion, you can convert your waste into energy, electricity, even though the waste you can generate organic fertilizer.<\/p>\n<p>\u201dCircular means it is rotating. So your waste is not a waste unless you decide to waste it,\u201d Mr Adebola said.<\/p>\n<p>He said the association was keying into the policy of LAWMA on the two-bin system, of which every household must now have two bins in their frontage.<\/p>\n<p>According to him, one of the bins is colour-coded in blue, the other one is in green, the blue one is expected to collect all the recyclables altogether \u2013 plastic, aluminum, paper.<\/p>\n<p>He said that these recyclables are taken to a Material Recovery Facility where they are also sorted out into different waste components for proper recycling and conversion.<\/p>\n<p>Mr Adebola said the other two bins of green colour were expected to be used to collect organic waste, which would be transported to another facility, to convert into organic fertilizer or biogas.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Lagos State Waste Management Authority (LAWMA) says it will begin enforcement of the usage of waste bins by households by January 2023.
