At a rubber-stamp parliament that convenes this weekend, Xi Jinping will win a third term as China’s leader, maintaining his unchallengeable position in spite of criticism of his management of the Covid and the economy.<\/p>\n

Xi is almost certain to be re-elected president after securing another five years as head of the Communist Party (CCP) and the military \u2014 the two most powerful positions in Chinese politics \u2014 in October.<\/p>\n

Since then, 69-year-old Xi<\/a> has faced unexpected challenges and scrutiny over his leadership, including mass protests against his zero-Covid policy and its subsequent abandonment, which resulted in the deaths of countless people.<\/p>\n

However, those issues are almost certain to be avoided at the National People’s Congress (NPC), a carefully orchestrated event that will also see the inauguration of a Xi ally as the new premier.<\/p>\n

Starting on Sunday, the NPC is expected to last around 10 days and culminate with Xi\u2019s presidency being endorsed by the 3,000 delegates casting votes in Beijing\u2019s Great Hall of the People.<\/p>\n

\u201cPublic opinion is probably not very good about him \u2014 zero-Covid has damaged people\u2019s faith,\u201d said Alfred Muluan Wu, an associate professor at the National University of Singapore\u2019s Lee Kuan Yew School of Public Policy.<\/p>\n

Yet Xi still enjoys a \u201cpretty strong\u201d position at the top of the party that makes him virtually unchallengeable, Wu said.<\/p>\n

China maintained some of the world\u2019s strictest Covid curbs until late last year, pounding growth and social life under a constant barrage of testing mandates, quarantines and travel restrictions that Xi himself championed.<\/p>\n

Public resentment exploded in November into the most widespread public demonstrations for decades, followed by the rapid dismantling of the policy and a maelstrom of infections and deaths that went mostly unreported by authorities.<\/p>\n

The country is still tentatively emerging from the outbreak, after three years in which business, employment and even education were subjugated to the government\u2019s demand to shut out the virus at any cost.<\/p>\n

And the gathered lawmakers will likely set some of China\u2019s lowest economic growth goals in decades on the opening day of the NPC, according to experts interviewed by AFP.<\/p>\n

However, there is no sign that the position of Xi \u2014 who has stacked the party\u2019s top bodies with loyalists, and expunged rivals in last year\u2019s Congress reshuffle \u2014 is in any doubt.<\/p>\n

Li Qiang, a Xi confidant and former Shanghai party chief, is set to be named premier.<\/p>\n

Instead of threatening Xi\u2019s rule, last year\u2019s protests actually \u201cgave him just the out he was looking for\u201d, according to Christopher Johnson, president and CEO of China Strategies Group.<\/p>\n

\u201cIf abandoning zero-Covid went well, he could\u2026 say he listened to the people. If it went poorly, he could blame the protesters and the \u2018hostile foreign forces\u2019 that his top security chief publicly suggested were behind them,\u201d he wrote in an article for Foreign Affairs magazine last week.<\/p>\n

Steve Tsang, director of the SOAS China Institute<\/a> at the University of London, said Xi now had an opportunity to flaunt his response to pressure.<\/p>\n

\u201cHe acted decisively when the protests included calls for him and the CCP to step down. He quashed them and removed the basic cause,\u201d Tsang told AFP.<\/p>\n

\u201cHe can present himself as leading from the front, rather than being pushed to react.\u201d<\/p>\n

But Oxford University professor emeritus Vivienne Shue suggested it was time for Chinese leaders to reflect on \u201cwhat certainly looks like a cumulative record of failures\u201d to respond to crises in recent years.<\/p>\n

Delegates to the NPC \u2014 and to the concurrent \u201cpolitical consultative conference\u201d (CPPCC) \u2014 will also approve a slate of personnel changes and discuss a range of issues from the economic recovery to improved sex education in schools, according to state media reports.<\/p>\n

The meetings serve as a forum for attendees to present pet projects, but they have little say in broader questions of how China is run.<\/p>\n

This year\u2019s conclave will take place against the backdrop of increasingly fraught ties with Western countries.<\/p>\n

A spat with the United States over alleged surveillance balloons has added to dismay over Beijing\u2019s equivocal stance on its ally Russia\u2019s invasion of Ukraine.<\/p>\n

As well as announcing China\u2019s GDP target for the coming year, outgoing Premier Li Keqiang is expected to use his speech at Sunday\u2019s opening ceremony to pledge a bump in military spending.<\/p>\n","protected":false},"excerpt":{"rendered":"
