{"id":254222,"date":"2023-03-09T11:11:57","date_gmt":"2023-03-09T10:11:57","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=254222"},"modified":"2023-03-09T12:12:30","modified_gmt":"2023-03-09T11:12:30","slug":"deployment-of-former-ict-director-not-reason-for-technical-glitches-with-results-upload-inec","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2023\/03\/09\/deployment-of-former-ict-director-not-reason-for-technical-glitches-with-results-upload-inec\/","title":{"rendered":"BVAS: INEC breaks silence on deployment of ICT director and technical glitches with results upload"},"content":{"rendered":"<p>The previous Director of ICT&#8217;s transfer, according to the Independent National Electoral Commission (INEC), has nothing to do with technical difficulties that occurred during the uploading of the results of the general election on February 25.<\/p>\n<p>This was said on Thursday in Abuja in reaction to claims that the faults with the INEC Result Viewing Portal (IReV) during the February 25 presidential election were brought on by the transfer of INEC&#8217;s former Director of ICT, Chidi Nwafor.<\/p>\n<p>Such a suggestion, according to Oyekanmi, is merely an effort to deceive the public.<\/p>\n<p>\u201cFirst, the IReV and Bimodal Voter Accreditation System (BVAS) are two separate entities, and they are independent of each other.<\/p>\n<p>\u201cThe relationship between the two is that the BVAS is used to transmit the picture of Form EC8A, which is the Polling Unit Result Sheet in PDF format, as well as the Voters\u2019 Accreditation Data to the IREV.<\/p>\n<p>\u201cTherefore, the glitches suffered by the IReV for some hours on Feb. 25 could not have affected the functionality of the BVAS, which in any case, performed its duty excellently on election day.<\/p>\n<p>\u201cThere\u2019s also a provision for the BVAS to transmit the Polling Unit (PU) results in offline mode if there is no network at the polling unit at the time of the activity.\u201d<\/p>\n<p>Oyekanmi said that the glitches could still have occurred even if the former ICT Director was still in charge.<\/p>\n<p>\u201cRecently, Facebook, WhatsApp and Twitter had serious glitches that prevented many people, including me, from using those applications for many hours.<\/p>\n<p>\u201cBut eventually, the respective companies surmounted the challenges.<\/p>\n<p>\u201cNow, would you say that the glitches occurred just because one Engineer resigned from or was transferred within the company? Of course not.\u201d<\/p>\n<p>Oyekanmi said while the former ICT Director is indeed a respected, brilliant employee who played his role satisfactorily, there were equally other staff members within the Commission that could effectively play his former role.\u201d<\/p>\n<p>Oyekanmi also refuted the claims that the transfer of the former director to another State as Administrative Secretary was a demotion.<\/p>\n<p>\u201cAgain, contrary to this impression that the position of administrative secretary is a demotion, I would say that it is an elevation.<\/p>\n<p>\u201cThe administrative Secretary at our State office is the most senior staff there, second only to the Resident Electoral Commissioner (REC).<\/p>\n<p>\u201cIt\u2019s like the role of a permanent secretary in a federal parastatal.<\/p>\n<p>\u201cWhen the REC is not around, the administrative secretary becomes an acting Rec. That\u2019s how important the position is,\u201d he said.<\/p>\n<p>Oyekanmi also said that contrary to the claim that BVAS was an invention of Nwafor or any single staff member of the commission, the device was rather the commission\u2019s idea and invention, just as the now rested Smart Card Reader (SCR).<\/p>\n<p>\u201cHaving decided to invent the BVAS, the commission gave the assignment to the most relevant department within the commission, namely the ICT, to bring the idea into fruition.<\/p>\n<p>\u201cThe ICT Department is populated by a sizable number of brilliant Engineers and IT experts, who worked very hard as a team for several months to successfully actualize the commission\u2019s dream.<\/p>\n<p>\u201cAfter completing the assignment of designing the BVAS, the ICT Department notified the commission.<\/p>\n<p>\u201cTherefore, it is improper to insinuate that a former director of ICT or any other staff for that matter single-handedly designed the BVAS.\u201d<\/p>\n<p>Oyekanmi said if anyone was to be praised for the invention, it would be the <a href=\"https:\/\/www.withinnigeria.com\/news\/2023\/03\/09\/afenifere-knocks-inec-says-commission-disobeys-electoral-guidelines\/\">INEC<\/a> Chairman, Prof. Mahmood Yakubu, on whose table buck stops and the commission that conceived the innovation in the first place.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The previous Director of ICT&#8217;s transfer, according to the Independent National Electoral Commission (INEC), has nothing to do with technical difficulties that occurred during the uploading of the results of the general election on February 25.
