{"id":339341,"date":"2024-09-20T16:07:24","date_gmt":"2024-09-20T15:07:24","guid":{"rendered":"https:\/\/www.withinnigeria.com\/news\/?p=339341"},"modified":"2024-09-20T16:07:24","modified_gmt":"2024-09-20T15:07:24","slug":"cbn-denies-reinstating-controversial-cybersecurity-levy","status":"publish","type":"post","link":"https:\/\/www.withinnigeria.com\/news\/2024\/09\/20\/cbn-denies-reinstating-controversial-cybersecurity-levy\/","title":{"rendered":"CBN denies reinstating controversial Cybersecurity levy"},"content":{"rendered":"<ul>\n<li><strong>The circular, released on September 17, disclosed the document upon which the viral reports based their claims have been withdrawn to avoid further misinterpretation<\/strong>.<\/li>\n<\/ul>\n<hr \/>\n<p>The Central Bank of Nigeria (CBN) says <a href=\"https:\/\/www.withinnigeria.com\/news\/2024\/09\/18\/despite-outrage-cbn-enforces-0-005-cybersecurity-levy-on-transactions\/\">reports<\/a> claiming it has reinstated the cybersecurity levy are false.<\/p>\n<p>Recall that the apex bank had suspended the implementation of the cybersecurity levy following a decision by the Federal Executive Council (FEC).<\/p>\n<p>In a notice in May, the CBN directed all banks in Nigeria to deduct and remit a 0.5 percent cybersecurity levy to the office of the National Security Adviser.<\/p>\n<p>However, the Nigerian government halted the enforcement of the levy amid outrage from citizens.<\/p>\n<p>Despite the suspension, there have been reports of the apex bank secretly reintroducing the levy.<\/p>\n<p>However, the apex bank debunk the reports, saying the levy remains suspended.<\/p>\n<p>The CBN in its Monetary, Credit, Foreign Trade, and Exchange Policy Guidelines for Fiscal Years 2024-2025 circular, said the reports were riddled with misrepresentation of facts.<\/p>\n<p>The circular, released on September 17, disclosed the document upon which the viral reports based their claims have been withdrawn to avoid further misinterpretation.<\/p>\n<p>The circular reads: \u201cThe attention of the Central Bank of Nigeria (CBN) has been drawn to certain instances of misinterpretation or misrepresentation of its biennial publication on Monetary, Credit, Foreign Trade, and Exchange Policy Guidelines, published on September 17, 2024.<\/p>\n<p>\u201cIn response, the CBN has temporarily withdrawn the document to minimize the risk of any further misrepresentation.<\/p>\n<p>\u201cAs stated explicitly in the document to guide stakeholders, the CBN reiterates that the publication is a compilation of previously issued policies and guidelines by the Bank up to a cut-off date, typically December 31 of the relevant year.<\/p>\n<p>\u201cSome recent media publications referencing aspects of the Guidelines refer to policy positions of the Bank issued prior to December 31, 2023, which have changed in light of revisions and updates in 2024.<\/p>\n<p>\u201cOne example is the cybersecurity levy, which was suspended in May 2024, superseding the circular reported in the Guidelines.<\/p>\n<p>\u201cCertain technical aspects of the Guidelines have been widely misreported and misrepresented. For example, reports have mistakenly sought to link the fuel subsidy removal to external reserves. Such reports essentially missed the analytical basis for the original statement, which was intended to observe a potential risk that was to be mitigated by policy.<\/p>\n<p>\u201cMore recently, policies of the Bank around the naira exchange rate and those of the fiscal authorities have positively altered the outlook of the subject in question.<\/p>\n<p>\u201cIn summary, the Guidelines must primarily be viewed as a record of policies, circulars, and directives issued by the Bank up to the end of 2023. They are not new directives and should not be reported as such.<\/p>\n<p>\u201cThe Bank will continue to provide clear monetary policy direction and advice for the overall good of the economy.
