JUST IN: Finally, Kano Assembly passes Emirate Council Bill

The Kano state house of assembly has approved the 2019 Emirate council Bill.

The speaker of the house Alhaji Abdulaziz Garba Gafasa announced the Approval during the house plenary held in Kano on Thursday.

The Majority leader of the house, Alhaji Labaran Abdul-Madari,on Thursday, said the decision to amend the Kano Emirate Council Bill 2019 was in public interest as it will bring the people closer to their traditional rulers.

The new bill has approved four additional Emirates council in the state which includes Bichi, Gaya, Rani and Karaye.

The bill scaled through first, second and third readings before it was finally adopted by members of the assembly.

However, last Wednesday, the state House of Assembly was engulfed in a rowdy session over Governor Ganduje’s reactivated Emirate council Bill where members were sharply divided.

Recall that a Kano High Court, presided by Justice Usman Nabba, had nullified the new emirates and consequently restrained the governor, the House of Assembly, their servants, agents and proxies from giving effect to or from continuing to give effect to the (Appointment and Deposition Law) 2019.

In its judgement, the court held that the purported proceedings or discussions taken by the Kano State House of Assembly in respect of the law violated its own rule, adding that the legislators failed to comply with Order II, Rule 3 of Kano State House of Assembly.

Justice Na’Abba pointed out that the Kano State House of Assembly violated section 101 of the Nigerian Constitution which gives the assembly the power to enact its rules and guidelines of proceedings.

The bill is expected to be ascent by governor Abdullahi Umar Ganduje soon for immediate action.

Meanwhile, overzealous security operatives attached to the Kano state House of Assembly harassed and threatened to shoot some newsmen, who had come to cover proceedings on Kano Emirate council Bill.

However, the timely intervention of the Assembly,Director of Press, Malam Ali Bala saved the situation.
