From Abia To Zamfara States: How Governors Presented 2026 Budgets, Their Top Priorities

In Nigeria, it is always a sort of annual ritual for states to present their expected income and expenditures for the incoming year in the form of state budget.

This budget presentation usually comes at the end of the year, mostly especially in December or at worst in January of the preceding year.

WITHIN NIGERIA findings showed that almost all the states have presented and signed their budget for the year 2026, concerns have continued to mount on the governors to see it as a duty to implement at least 95% of the budget.

However, this is how the state governors presented their 2026 fiscal budget.

In Delta state, Gov. .Sheriff Oborevwori presented a budget of   ₦1.73tn. Tagged “Budget of Accelerating the MORE Agenda.”

In Ogun state,  Dapo Abiodun presented and later signed a budget of ₦1.67tn.
The budget was tagged “Budget of Sustainable Legacy” and was signed into law on new year day.

Also in Enugu, Governor Peter Mbah presented a budget of ₦1.62tn. The bill was signed into law on December 24, 2025.

Akwa Ibom was not different in the budget presentation for the year 2026. The governor Pastor Umo Eno presented and signed a budget of ₦1.58tn for the 2026 fiscal year.

In Kano state, governor Abbar Kabir Yusuf presented a budget of  ₦1.48tn for the 2026 fiscal year.

He signed the budget into law on January 1, 2026.

Recall that in November, the governor presented a proposed budget estimate of N1,368,127,929,271 to the House of Assembly, tagged “Budget of Infrastructure, Inclusive Growth and Sustainable Development.”

According to him, “After careful scrutiny and constructive debates, the budget was reviewed upward and subsequently approved at a total sum of N1.477 trillion.”

Governor Hope Uzodinma of Imo also joined the governor that presented a a trillion naira budget. Tagged “Budget of Economic Breakthrough” Uzodinma signed a budget of ₦1.44tn into law on January 3, 2026.

In Niger state, governor Mohammed Umaro Bago also signed a budget of ₦1.07tn into law for the 2026 fiscal year. WITHIN NIGERIA gathered that the House reduced the budget from N1.31tn earlier presented to the new figure of N1.07tn.

WITHIN NIGERIA gathered that other states with their budget figures include, Abia, ₦1.02tn; Bayelsa, ₦1.02tn; Kaduna, ₦985.9bn; Cross River, ₦961bn; Edo, ₦939.85bn; Jigawa, ₦901.84bn; Katsina, ₦897.87bn; Oyo, ₦892.09bn; Bauchi, ₦877bn; Zamfara, ₦861.34bn; Kogi,₦820.49bn; Anambra, ₦766bn and Osun, ₦723.4bn.

Others include, Benue, ₦695.01bn, Taraba, ₦653.53bn; Kebbi, ₦642.93bn; Gombe, ₦617.95bn and Adamawa, ₦583.33bn.

Similarly, the Nasarawa State House of Assembly has passed the 2026 Appropriation Bill of N545.2 billion into law.

WITHIN NIGERIA findings showed that the House increased the budget by N27.6 billion from N517.5 billion, as presented by Governor Sule earlier, to N545.2bn.

In Ondo state, Governor Dr. Lucky Aiyedatiwa has signed the sum of N524.41bn into law as 2026 Appropriation Bill.

The budget is tagged ” Budget of Economic Consolidation,” was signed into law on Monday, December 29, 2025, with priorities on infrastructure, education, health and economic resilience. The capital expenditure gulped 57% of the said budget.

Yobe state also has a budget of ₦515.53bn for the 2026 fiscal year.

In Ekiti State, Governor Biodun Oyebanji, on Tuesday, December 23 signed the 2026 budget, with a provision of N415.573 billion, into law.

Recall that Oyebanji had presented the budget proposal to the State House of Assembly on October 10, 2025.

In his words, “The timely presentation of the Bill (to the Assembly) is in consonance with the recommendations of the Fiscal Sustainability Plan and also affords the lawmakers sufficient time to scrutinize the document and engage all relevant stakeholders.”

He described the budget as the “Budget of Sustainable Governance,” Oyebanji stated that “it has a total size of N415,572,070,139.44, with 53 per cent allocated to Recurrent Expenditure and 47 per cent to Capital Expenditure.

In Lagos State, the House of Assembly on Thursday, January 8, 2926 approved a total of N4.44 trillion as the state’s budget for the 2026 fiscal year.

The approval followed the passage of a bill authorising the issuance and appropriation of N4,444,509,776,438 for the year ending 31 December 2026.

Presenting the report during plenary, the Chairman of the House Committee on Economic Planning and Budget, Olumoh Sa’ad, said the approved spending plan consists of N2.11 trillion for recurrent expenditure and N2.34 trillion for capital projects.

In Rivers State, despite power tussles in the state, the  Executive Council has approved ₦1.8 trillion budget proposal for the 2026 fiscal year.

The approval was granted at the State Executive Council meeting held on Friday evening, January 9, 2026.

Speaking to journalists after the meeting, the newly sworn-in Special Adviser to the State Governor on Economic Matters and Social Development, Professor Peter Medee, said the budget was designed to enable the state to complete and advance key projects in critical sectors.

Medee disclosed that the total size of the budget stands at ₦1,854,248,734,475.76.

Also in Borno state, Governor Babagana Umara Zulum, on Monday December 29, 2025 presented the sum of N890,331,686,000.00 budget proposal for the 2026 fiscal year to the State House of Assembly, with the education sector received the highest allocation of N135 billion.

Alia: Benue state governor

Tagged the ‘Budget of Sustained Recovery and Growth’, places the capital expenditure at over 61% of the total budget, while the recurrent expenditure is at about 39%.

In his address before the House of Assembly, Zulum detailed the budget’s composition, announcing a total recurrent expenditure of N353,767,349,000.00 and a higher capital expenditure of N536564,337,000.00. The bill is yet to be signed into law.

On December 29, 2025 the Anambra State Governor, Prof. Chukwuma Soludo, signed the 2026 Appropriation Bill into law, alongside three other significant legislations, describing the move as a landmark step to set the state on a path of steady growth and development.

The 2026 Appropriation Law, which saw its budget increased from N757 billion to N766 billion following extensive deliberations by the State House of Assembly, is aimed at driving economic growth, infrastructure development and social programmes in the state.

Speaking shortly after signing the budget, Soludo described it as a strategic plan focused on delivering his administration’s promises and prioritising the needs of the people.

In Kogi state, Governor Ahmed Usman Ododo has signed the ₦820.49 billion 2026 Appropriation Bill into law following its passage by the Kogi State House of Assembly on December 31, 2025.

Assenting to the bill in Okene on Wednesday, Governor Ododo assured the state assembly of his administration’s commitment to fiscal discipline, transparency and prudent management of State resources.

Governor Ododo described the moment as another major milestone in the state’s journey towards inclusive growth and sustainable development.

He also assented to five other bills including a Law to provide for the Authorization of Expenditure from Consolidated Revenue Funds of Kogi State Government for the Year ending 31st December 2026 (Appropriation Law 2026), Kogi State Public Audit Law, 2025, Kogi State Internal Revenue Service (Establishment) Law, 2025, Kogi State Taxes and Levies (Approved list Collection) Law, 2025 and Kogi State Pool Betting and Gaming Machine (Control, Levy and Taxation) Law, 2025.

In Ebonyi state, Governor Francis Nwifuru presented an N884.87 billion Appropriation Bill for the 2026 fiscal year to the Ebonyi House of Assembly.

Presenting the budget, christened “Budget of Actualisation and Hope,” to the assembly in Abakaliki, the governor stated that the budget was based on the government’s People’s Charter of Needs philosophy. Since its presentation on November 25, 2025, it is yet to be signed.

Kwara State Governor AbdulRahman AbdulRazaq on December 22, 2025 presented the ₦644 billion 2026 Appropriation Bill to the parliament on Monday.

At least 65.95 per cent of the fiscal plan goes for capital expenditure, while the remaining will go into recurrent expenses, such as supporting the poor and doubling down on workers’ welfare, according to a statement by the Chief Press Secretary to the Governor, Rafiu Ajakaye.

“With profound gratitude to God for His mercies and guidance, I again stand before this Honourable House to lay the 2026 Appropriation Bill in compliance with Section 121 (1) of the Constitution of the Federal Republic of Nigeria,” he said.

“The total size of the proposal is N644,004,816,893.00. 65.98% of this fiscal plan goes to capital expenditure, while the rest (34.02%) takes care of recurrent spendings.”
