The Ministry of Solid Minerals Development (MSMD) has clarified that the reappointment of Fatima Shinkafi as the Executive Secretary of the Solid Minerals Development Fund (SMDF) by President Bola Ahmed Tinubu is in full compliance with the legal provisions governing the agency.

Responding to media claims regarding Shinkafi’s third tenure as SMDF boss, the ministry emphasized that the Solid Minerals Development Fund Act does not impose a term limit on the Executive Secretary position.

In a statement signed by Ekwugha Chinwe, Assistant Director of Information and Public Relations, the ministry cited Section 35(2) of the Nigerian Mining and Minerals Act (NMMA) 2007, which provides that the Executive Secretary of the SMDF is to be appointed by the President on the recommendation of the Minister of Solid Minerals Development. The Act does not specify tenure restrictions.

“The Act does not stipulate a term limit for the chief executive. Therefore, her reappointment by the President is in order and does not contravene any law,” the statement clarified.

The ministry highlighted several accomplishments under Shinkafi’s stewardship, noting that her leadership has been pivotal in the agency’s transformation:

  • Reorganization for Capital Mobilization: The SMDF has developed investment tools to de-risk mining ventures and promote targeted exploration to fast-track mine development.
  • Implementation of the Presidential Artisanal Gold Mining Initiative (PAGMI): This initiative has formalized artisanal gold mining, boosting Nigeria’s gold sector and enhancing its economic contributions.
  • Strategic Partnerships: Shinkafi has fostered collaborations with institutions such as the Africa Finance Corporation (AFC), driving growth and investment in the mining industry.

Shinkafi’s return has been met with enthusiasm from SMDF staff, who celebrated her leadership upon her resumption on Monday. Employees praised her for:

  • Improved Workplace Conditions: Her commitment to staff welfare and professional development has been widely recognized.
  • Positive Work Environment: Many credited her with boosting morale and fostering a sense of purpose among employees.

The ministry assured stakeholders of its continued support for SMDF under Shinkafi’s leadership. It pledged to expand access to credit lines and strengthen partnerships to unlock financing for economic growth, aligning with the Renewed Hope Agenda of making solid minerals a significant contributor to Nigeria’s GDP.
