On October 17, 1979, Nigeria returned to civilian democratic rule with the swearing-in of Alhaji Shehu Shagari as the first Executive President of the Federal Republic of Nigeria.

The colourful ceremony, which took place at the Tafawa Balewa Square in Lagos, marks the end of 13 years of military rule and the beginning of the Second Republic.

Alhaji Shagari, 54, candidate of the National Party of Nigeria (NPN), who won the presidential election held on August 11, took the oath of office administered by the Chief Justice of Nigeria, Justice Atanda Fatayi-Williams.

In his inaugural address, President Shagari pledged to uphold the Constitution, foster national unity and revive the nation’s economy.

“We shall run an open and honest government,” Shagari declared. “I call on all Nigerians to join hands with us in building a greater nation.”

The event was witnessed by outgoing Head of State, General Olusegun Obasanjo, members of the Supreme Military Council, diplomats, traditional rulers and thousands of Nigerians.

General Obasanjo, who handed over power, described the occasion as “a triumph for Africa and black people all over the world.”
